McConnell claims that Serco’s former CEO Chris Hyman with Con Air founder Kristine Marcy collaborated with the sponsors of the Down Low Club in Chicago in the 1994 launch of a Profiled Psycho Tagging service for Serco’s global murder-for-hire clients and one of their first operations involved the transportation of Timothy McVeigh and other profiled psychos to bomb the Murrah Building in Oklahoma City on April 19, 1995.
